REPORTED EMISSION BREACHES

Emission Breaches reported by SEPA on 8 June 2010

2 Breaches of emission limit values in Quarter 1 2010.
- Breach of CO hourly average ELV for emissions to air on 12 January 2010 (emissions less than twice the specihed limit value).
- Breach of CO hourly average ELV for emissions to air on 15 February 2010 (emissions less than twice the specilied limit value).
Compliance with other emission limit values (that are based on a percentage compliance requirement over a calendar year) cannot be established until January 2011. The Operator has reported a number of breaches of the nominal multi tier emission limit values. The emission limits require either 100% compliance with a single 30 minute average value or a percentage compliance requirement over a year long time period. There have been a number minor breaches of emission limits to water in relation to  the pulp and paper making activities not related to the Waste incineration activities.

The permit for this installation was varied in January 2009 to include a 99MWth input biomass-fired CHP activity. The activity is classed as a co-incinerator under the terms of Directive EC/76/2000 on the Incineration of Waste and only started full operation in May 2009. A summary of the reported / measured breaches in emission limit values (applicable to the CHP part of the installation only) is presented below. Other incidents / non compliances not relevant to emission limit values are not included.
