commissioning re-started in March 2010 (data correct to 05 September 2010)
there have been 17 recorded noise complaints, 15 activations of the
by-pass stack, 2 failures of the Continuous Emission Monitoring System and
172 notifications of short term ELV breaches: 10 VOC / 22 CO / 65 low temp
at Secondary Combustion Chamber exit / 66 low O2 / 2 NO2 / 2 SO2 / 1 HCl /
4 dust. Most
of these breaches last a few minutes until the process control systems
correct to bring emissions back within range. Such breaches are not
unexpected during commissioning as the Operator adjusts the system. Records

The contact details can be found via this link. -------------------------- Update, 2 July 2010 - here is an excerpt (click here to see full document provided by SEPA) This Installation was Permitted in May 2009 and began commissioning in October that year. There followed an extended outage between December 2009 and March 2010. The plant is still under the commissioning phase. Since commissioning recommenced in March 2010 (till the end of May 2010) there have been 22 breaches of the Secondary Combustion Chamber oxygen limit, 13 breaches of the Secondary Combustion Chamber temperature limit, 3 activations of the by-pass stack, 1 breach of the VOC emission limit, 2 breaches of the CO emission limit and 6 noise complaints. -------------------------- Update on emission breaches, 8 June 2010 No breaches of Emission Limit Values are recorded for Quarter 1 2010. The permit for this
installation was granted in May 2009. The installation has not yet started full operation
(commissioning phases started in October 2009 and are ongoing after an extended plant outage
between December 2009 and March 2010). Other incidents / non compliances not relevant to
emission limit values are not included. The Operator has reported a number of breaches of the
nominal multi tier emission limit values. However; in most cases, compliance with these emission
limit values (that are based on a percentage compliance requirement over a calendar year) cannot -------------------------- Emission
